SOLO Pactice Server

When i bought this game i was promised that i could host my own server, This was a lie
All i want to do is start my own server with bots so i can practice flying. I dont want any other players in it and i dont care about progression or xp, i just want bots. Why should i need 7 other players just to start my server. 
Why cant we just turn off progression and have our own bot server?
