Portal custom servers have no limits. You can solo start against 63 bots. The consequence is that you don't get the same XP, unlocks, or stats. If you make a regular verified-mode server, you get the XP and unlocks, but are limited.
The type of server you create is your decision.
I have a conquest vs bots experience. It's solo start. Host it with a password if you don't want to play against humans.

Make a custom server. It's the very first choice given to you when you create a server. Custom or verified mode? Custom.
It takes more work, but they remove the barries.
