I don't see how map rotation is a problem. Whatever the mode, as long as matches start, you can rotate through all the maps no problems. If people want more of the most recent map, just make it come up twice or three times more often.
For me the biggest problem is that horrible matchmaking they've implemented since the beginning. It has never made sense to break up the lobbies into splinters the way it is done now. Everything that is happening now is a bandaid on a problem of their own making.
The same is actually true for many of the issues that had to be corrected since release: they made a lot of changes in the hope of attracting new players, none has worked, all had to be rolled back, and every time it's painful to players who liked it the way it was before.
I agree with Mardan47: this is very, very poor live-service management. They don't know how to do it and the team is not large enough to be reactive.
