I play on console and I'm having a problem with the tank constantly moving. No matter what I do in the settings it wont stop moving

Maybe you have very slight stick drift? There should be deadzone settings for controller.

Suggestion - Remove all Military Combat.
Make it a motorcross racer game permanently. Why not? Just remove combat, guns, vehicles, maps all together at this point. Its clear there's no actual love from the development team for this project....
