I fully believe this is intended. Theres other issues with this system that are highly abuseable that would be considered unintentional that I wont be going into here
its exactly like it should be and always has been, you cant flare off a lazer guided rocket, flares is made to trick heat seeking rockets, what they failed to do was add ecm to the chopper so there was a way to defend against it
