The Portal XP Nerf and the Betrayal of "Full Progression" - Targeted Solutions

Here is a simple solution. A portal game that doesn't use official rules can not be created. Any server that is created must have a population of at least half the open slots before gameplay begins. Any server that remains empty for 24 hours will be removed from the list. That way, bots can not fully populate a game, and the XP farming will go away. Also, allow the servers to be administered by the creators, and allow them to locally ban a player and report them for rule-breaking and or hacking.
