This is a serious bug in Portal — when will the developers notice it?

Yes, it seems that Dice are aware. I can't find the announcement here, but there was an update posted to Reddit recently:

That’s not what I mean. Did you see the movement speed in the video? And there are 47 bots on the defending side — they all have 100% XP.

Yes, and it looked like bot farming to me, with changes to make it easier. 

Yes, but this kind of modification goes beyond what’s officially allowed to be changed.

The official limit is 16 vs 16, but this code allows 1 vs 47.

Here is my 2 cents about Global Game Quota Exceeded issue. Now when a person hosts a bot server my suggestion is when the host leaves the server just automatically shutdown the server in turn will free up some server slots. I should not be all that hard to do. Thats my 2 cents.
