I know what you mean, They could have done something different like NOT let bot servers be persistant servers and as soon as you quit the server comes down as well, leaving space for someone else to create a server.
This wouldn't have solved the issue, the issue is the progression they abused and it doesn't matter if servers are persistent or not, it would sure have helped because way fewer would've done it. The problem is the person or the team that is responsible for the servers didn't do their job, same thing happened the transition month in Bf2042 full of AFK farms farming the free pass, as this has not such a great impact and it's an older game, they should have never allowed it and know this would transition to Bf6.
If you work for a corporation like EA i suppose you love gaming and game yourself, how would you be okay for one millisecond to have AFK or bot farms in your game. I truly can not understand this.
