Yea, it's the exact same problem that Tsuru has in normal play. I assume the servers can't handle more vehicles or something with how they REFUSE to do anything about it. There's no way it's just too hard to add a couple extra boats.
I think this is one of the reasons they added those stupid ziplines to wake island. Instead of making a game that works correctly, they add in bargain in ziplines to cover the fact they can't or won't add BOATS TO A WATER MAP.
