Training grounds match disappeared?

I've been using the Training grounds to get used to playing and leveling up my weapons, but now the server to play with bots and players is gone.  Is there some limit to how often you are allowed to...

Yeah … NO … you can’t make “all the bot matches you want” on Portal because  GLOBAL GAME QUOTA EXCEEDED. 

I’ve been trying to start a “warm up” match solo vs bots for an hour. GLOBAL GAME QUOTA EXCEEDED.

try making a rush map. i usually get one in less than 10 attempts
