Was the respawn % progress for vehicles removed? Or something else happened?

I was playing some breakthrough today and at some point I wanted to get a tank, and when I looked at the icons, both of them were saying "critical" or something with no indication of respawning?

Because of that I was not sure if the tanks would respawn or if they were no longer available after some rando got one of them destroyed
