Bro, I have almost the same PC build. I have 180-210 fps in RedSec
At first, check if you have an XMP profile ON in BIOS
Also check a free space on SSD.
Here is my setting
Graphics - Vertical Sync = ON (it helps to feel aim much better)
Graphics Quality Settings
Texture Quality - Ultra
Textrure Filtering - Ultra
Mesh Quality - High
All other settings in this menu = LOW or OF
Graphics -> Advanced
Dynamic Resolution = OFF
NVIDIA Reflex Low Latency = Enable + Boost
Anti Aliasing = OFF
Upscaling technique = OFF (you can use DLSS its ok also and boost FPS a bit)
NVIDIA Frame generation = OFF as a must its increase an Input Lag
All my settings are built on minimum Input Lags and good visuals

Thank you mate, i finally solve the issue, after 2 months fights. I updated all drivers, even BIOS. EXPO profile ( AMD ) i had earlier ON. But the issue was in drivers, maybe in old dated BIOS version also.
Now i have with your settings stable 150-170 in 2560x1440p. Thats cute result and very good for me. And finally GPU takes 200W, not like before 90W.
