AMD 7800x3D, RTX 4070 Super, low FPS at REDSEC

Hello, 

I have a big problem with a stable gameplay at Redsec. My fps are around 90 with drops to 55. 

Specifiacation of my PC: AMD Ryzen 7800x3d, Inno3d RTX 4070 Super, Lexar Ares 2x 16gb cl 30 6000 Mhz, ssd disc, 360 Hz screen. 

I saw at youtube movies where ppl had stable 150+ fps on the same configuration. I play already on 2560x1440 resolution, but even if i change to 1920x1080 i have same fps and same drops. 

In menu i see usage around 80% of GPU with 150-170W and 170fps, when i start game GPU goes to 96-97 % usage and 100 W, processor is used in around 35-50% max. I have no idea where is issue. I tryed everything. In nvidia control panel i have set all full preformance, settings in game almost all on low, dlls ON- quailty/ performane - same result, frame gen OFF,

Help please.
