The Santiago thing doesn't seem to have anything to do with server location. That is just code name for something. IDK what tbh. The issue that people are having is due to time nudge. When your CPU drops under 60fps time nudge kicks in and tries to fill the gap which causes the really bad rubber banding and hic ups. The community servers only require 30fps but official servers require 60fps, so that is why you don't feel it on community servers. IDK why they did this either.
Seems like even if you have strong GPU and CPU if your ram is not set to 3200mhz than it will cause the issues. If you haven't set it to 3200mhz check out guides to show you how to do it on your specific set up. If you need to buy new ram (like I do) even though you have more than 16G that THEY PUT AS THE REQUIREMENT. Then a temporary fix is to lock your frames at 50FPS in the settings menu. That will for whatever reason stop the time nudge from kicking in even though it is under the 60fps that the official servers run in.
I've been playing with no issue since I changed to 50FPS.

This may be an issue but it's not just that I think. My ram is set at 3600mhz and my cpu is around 190fps all the time and I still have this issue. When I play alone the lag is far less noticeable but when I play with friends it seems to be way worst.. I think that when i'm alone i'm with other people close to my server and when I play with friends i'm not.. I don't know really but I think what you're saying is a problem and the default server Santiago is another one.
