Guys I have some progress. My terrible rubber-banding haven't been fixed, but there is something.
I founded a reddit that mention a way to decrease CPU usage. which I found I always have rubber-banding issue when it reach 94%+ of usage, and always at big map(but Redsec is ok hmmmm)

I tried this method. My CPU usage DID drop to 60-70%. BUT the rubber-banding is same worse.
But at lease my now can confirm my CPU usage isn't the actual reason of the rubber-banding. So now I can see if its the problem of my internet (its speed is 500 Mbps) or something...
This worked for me as well. It brought my CPU usage from 94-99% down to around 45-65%, which is still high, I feel. But It helped with rubberbanding, however, only slightly. I still get terrible packet loss after 5-10 minutes in a round on bigger modes.
