I’m having a similar issue. Game shows packet loss and server lag and I move in slow motion with jittery laggy aim and everyone on my screen is rubber banding all over the place.
Hey guys so I saw a bunch of people saying to enable XMP in your BIOS and it worked for me too! If you aren't sure if you have XMP just search in Google, "How to find my motherboard make" and then when you have the exact name of your motherboard search " Your motherboard name here how to enable XMP" and give it a try! It should be easy to do but just be safe with it!
