Same issue, had this since the beta as well as since full release. I see you've already tried the local user workaround (it's how I've been playing), beyond that I have no suggestions and I too would really like to find a fix for this.

One question; What happens if you ask Steam to verify the files? I myself constantly get 1 broken/missing file everytime I launch the verification tool.

So far everytime I verify it is fine, no error detected.
