Ok the steam code doesn't tie back to the Steam BF6 install as DLC, it's a separate install completely, so it's through steam but not tied to the normal Steam or EA installs. I had the Steam client installed from the beta and REDSEC and didn't see the separate client.
Edit: OK spoke too soon. The Steam install is still requiring the game purchase through Steam and not the EA app, so if you bought the game through EA it seems you must have the Labs install through the EA app too, which has not been added to my linked account.

The solution to this is to use the Steam client with the code provided. Right click the Labs entry > Properties > DLC. There are four (at the time of this writing) unnamed entries there numbered 1-4. My client had only one DLC checked. Check all four entries to download the Labs version of Multiplayer, and it works standalone from your EA Games app install.
