FIX: smooth motion in NVIDIA APP has to be turned off!!!!
Open Nvidia App - Then Graphics on the left menu, After Global setting - Smooth Motion - OFF

Thank you for posting this! Reddit has a thread to address this as well, Horror_Draw_7695 posted to go into the Nvidia app and set global settings to default.
I will try your method of just turning off Smooth Motion instead of changing Nvidia app to global settings.
I would rather change a specific item first.
If this works, Good looking out Lords, well done.
