I am running a 5800x and a 4070, and I only manage to hit a somewhat stuttery 60-70 frames with medium to high settings at 1440p Task manager shows CPU maxed out at 100% with GPU around 30%. Anyone else encountering this? or is it a me problem.

I have the same cpu with a 3070ti and it's the same for me. It also feel like 30fps even tho it say around 70.

  Turns out that turning on secure boot turned off my XMP. Turning it back on fixed it! Check your XMP.
