Same here. I bought the base game on release, then I broke down and bought Battle Pass Pro last weekend. Just a few days ago I realized many of the skins are still locked. Searching the forums for answers. Looks like EA is up to their old tricks. Just document everything. I'm going to file a class action lawsuit if this is not resolved soon. Unacceptable, EA!
