Borderless no longer works

Up until today borderless worked perfectly. Any time I needed to use my other screen (Discord) I could be in a menu or the pause screen and move the mouse over....now starting today, borderless acts like exclusive full screen and I need to use my windows key or alt+tab to get to my other screen to use Discord.

My drivers are up to date, I have repaired the game, restarted and everything. The only thing different was a Windows update that happened over night and I think that is what screwed it but have no way of reverting to the previous Windows update. 

Really would like this fixed and have borderless work as intended.
