Cannot report players

Just played a game of CQ on Manhattan Bridge. Had an entire squad exploiting the rooftops on A (could snipe them off mostly but of course they had a spawn beacon out of reach). Wanted to report them but "player actions" button was not working. How do you expect this game to be fair when reporting players is not possible?
