in another thread someone posted this and it worked for a few people.
"Go to device manager, disable "XBox 360 Controller for Windows" under "XBox 360 Peripherals", reboot."
however that didn't work for me. i use joysticks for Star citizen and had them plugged into my computer. i unplugged them and it fixed it.
