Same issues on mine and my brothers 5900x. Its not AMD, its EA. It runs alot better for me parking it on half my cores with a user.cfg file, also using process lasso to balance cores and enable the ultimate performance power plan to keep your cores running at full speed in game. It reduces latency speeding up the clock when the game inevitably spikes. I still have horrible hit registration and occasional network icons but its a hell of alot better than it was
