Constant yellow box FPS warning during high intensity moments.

While playing during intense moments, i get a constant yellow box warning in the top left of the screen, Google says this is an FPS warning. It makes the game slow down. I don't feel any frame loss, but people start to rubber band, when firing full auto my gun will skip every few shots and my movement will start to feel sluggish. I have it set to the absolute lowest settings possible, but am running it in 2k.

Specs:

i7-12700 | 32GB ram | 3080

Game is installed on SSD, i have 500+ mbps connection. I can play other games perfectly fine, just played the Arc raider playtest, 2k highest settings, ran buttery smooth, so assume its not failing hardware.

Any help would be appreciated.
