Cursor jumping around on screen

Whenever I'm respawning and I try to put cursor over where I want to spawn it inevitably jumps off of that point to somewhere else when playing with controller.  It doesn't happen when I play with kb/m.  I even tried turning the deadzone up to like 90 and it still does it.  What's the issue?
