I created a ticket on this exact issue and never got a response so I initiated a chat with tech support and was able to get a refund. You're not likely going to get a resolution to this anytime soon unless you press the issue as when I was chatting with tech support they tried to convince me that I had just made my purchase and unlocked it minutes ago, seemingly unaware that I had made the purchase a week prior and had the receipt to prove it. once I did prove it then all of a sudden they wanted to fix the issue but not until I proved it
The moral of the story is that posting on this form isn't going to do any good. You have to press them on the matter financially by taking your money back. Once enough people took their money back then they'll fix it then you just repurchase at that time
