ERROR CODE 1:86001S:89001S:9C:-13561655840 on Xbox

Encountered this problem with my younger siblings account too. It must be linked to some parental control thing, but it's not "rational" because they're allowed to play BF2042 (as well as any other similiar game) and it works no problem. 2042 also has exactly the same age ratings as BF6. This is 100% an issue with something not working on EAs end.
