FPS capped at 30

What the hell happened overnight? I was able to play a bit last night and everything was fine. I logged on today and everything (menu and in-game) is capped at 30 FPS (15 without DLSS). No matter what settings I apply (I run on low everything) FPS does not change. I verified game files and all.

Is anyone else experiencing this?

All the little fixes for the DXGI_ERROR_DEVICE_REMOVED are catching up. MSI afterburner randomly dropped power output to 0, presumably after going into debug mode in nvidia control panel.

Double check if you have set any of the following:
FPS cap in-game.
FPS cap on nvidia control panel.
Haven't set something on RTSS/Afterburner that might cap the FPS.
Have you do anything like use process lasso
Have you put in any "user.cfg"?
Do other programs have the same issue?
Does the task manager report any processes using high amounts of CPU or GPU?
