Game will not load, ps5 error code 1:86001S:66003S:4688822970:0B

I bought this game for my nephew through the Playstation store. Everytime we have tried to open the game it gives us the same error, and he hasnt been able to play it once. We have tried every single supposed fix and troubleshooting on the forum as well as Google for both the Playstation itself and the modem/router.  I have tried opening multiple tickets with EA but when I go back to check it shows I have no open tickets. Getting to the point I almost just want a refund.
