Graphical jitter on screen

I get this jitter on the screen a few times every map, especially on Cairo and when you zoom with any gun. I've re-installed Windows and the game. Sometimes it goes away after a while but you can adjust the sharpness to make it go away but it always comes back and it's so annoying. I've see it on two systems, both 7800x3d 4070ti and 2080. 

BTW I think I've had it since the release so it didn't come with the latest patch.
