High TN/slowmo/skating inconsistency issue on official servers

Randomly I will get high TN and the game will run in slowmo which is pretty much unplayable, I know others have similar with TN high either inconsistently or constantly, we meet the minimum specs but...

game worked perfect in beta and on launch, then it began deteriorating and the only info about this online is either “update your cpu” or “lower your settings and suffer”

yeah nah not buying that.

absolutely my PC is 100% able to handle the game, its not overheating and in no way is my CPU hitting 100% in any capacity. I've literally tried everything but nothing seems to work.
