High TN/slowmo/skating inconsistency issue on official servers

Randomly I will get high TN and the game will run in slowmo which is pretty much unplayable, I know others have similar with TN high either inconsistently or constantly, we meet the minimum specs but...

majesticalwookie​ thank you for the feedback. I added EXPO/XMP not being enabled in motherboard BIOS as another possible reason for poor CPU performance.
