High TN/slowmo/skating inconsistency issue on official servers

Randomly I will get high TN and the game will run in slowmo which is pretty much unplayable, I know others have similar with TN high either inconsistently or constantly, we meet the minimum specs but...

I was on reddit reading about possible solutions to the packet loss problems,one guy suggested to lower max framerate to 50,i tried it and my game is now much smoother and packet loss etc is better,no 60 fps but better than nothing anyway.
