High TN/slowmo/skating inconsistency issue on official servers

Randomly I will get high TN and the game will run in slowmo which is pretty much unplayable, I know others have similar with TN high either inconsistently or constantly, we meet the minimum specs but...

What I don't get with this explanation is why I don't get this issue in offpeak hours  ? (6am in the morning and 11+pm east coast)

Also, my framerate usually hangs around  90fps in 1440p and barely ever dips below 60.

So i'm confused....
