High TN/slowmo/skating inconsistency issue on official servers

Randomly I will get high TN and the game will run in slowmo which is pretty much unplayable, I know others have similar with TN high either inconsistently or constantly, we meet the minimum specs but...

For me the game ran fine during the beta and at launch, but my performance cratered a few days after season 1 dropped. I believe I'm having this time nudge issue but I don't understand how this would just randomly start effecting me and many others at the same time. This has to be an issue on their end.
