Hip-Fire SUPER buff

What is going on with hip-fire in Update 1.1.3.0?

I can shoot anything with any weapon to 50m without blue laser 30point. There's no sense in not hip-fire builds now. No 1-3.5x scopes, no , now all u need, blue laser. We playing countre-strike since update
