Immediate performance degradation joining multiplayer

I am unable to join a multiplayer game without immediate and sever performance degradation. My frames drop from 130-150 fps at the main screen to 20-35fps.  My character also has severe input lag as well as movement issues. I did a full reinstall of windows, updated my BIOS, as well as have all my drivers up to date. I read online that the Anticheat hasn't been playing well with some of the Ryzen CPUs and am wondering if that is partly the issue.

During test gameplay, no CPU cores are running at maxed and the CPU is not underclocking either, running at 4.07GHz if memory serves (base speed 3.70GHz). Almost all settings are set to low.

CPU:AMD Ryzen Threadripper 3970X

GPU: NVIDIA GeForce RTX 4070 SUPER

32 GB of RAM

OS: Windows 11 (fresh install)

Attached to some footage of "gameplay" showing movement and issues. Did not include shooting but it feels like the guns shoot slower than when performing in the practice range (practice range unaffected by performance issues).

The game used to be somewhat playable with frames around 45-60 on a decent day but recently it is so bad, this has been unplayable. These issues have been here for me since launch (did not play the beta). Any help would be appreciated. I feel like I've tried everything.
