Kosack22 HWiNFO shows the memory is in single channel mode. This is likely what's causing CPU and SIM to drop below 60fps. Single channel memory has half the memory bandwidth, compared to dual channel memory.
Dual channel memory needs two matching memory sticks to work. The 16GB memory stick is in single channel mode because it doesn't have another matching 16GB memory stick to be paired with.
For best memory performance and stability. All the memory sticks should be the same size, speed, and made by the same manufacturer.
Look at the sticker on the memory stick and try to find another memory stick that's exactly the same. It should have the same part number, size, speed, and made by the same manufacturer.
If you can't find the exact same memory stick then I recommend buying a dual channel memory kit. It will come with two identical memory sticks. You'll need to remove the current memory stick when you install the new memory sticks.
It's best to buy memory sticks listed in the Qualified Vendors List (QVL) for your motherboard. Memory on the QVL list has been tested by the motherboard manufacturer for maximum stability, speed, and compatibility.

Check your motherboard user manual for proper memory stick installation. Usually memory slots are numbered 1, 2, 3, and 4. With number 1 being closest to the CPU. Usually memory slots 2 and 4 are used for dual channel memory. There should be an empty memory slot between both memory sticks.
