Low system utilization and low FPS
No matter what I do I am getting terrible performance with only about 30%cpu and 20% GPU utilization, stuck at 24fps (according to the perfmon a red CPU bottleneck), no overheating, PC fans are barel...

Ok found a solution. I had a FPS limiter on background apps set in NVIDIA inspector... guess there is some background process that syncs to the playing game
