Matchmaking in Asia is bugged ??

I cant matchmake the casual queue coz there no enough players and it keeps saying populating with bots and gets stuck on 12 players ....This is been happening from a week now. Is there an option to choose the official battelfield servers with full xp ?? Why isnt this issue been fixed or persistent servers be used like preious battlefield games already??
