Mouse input broken still after update

The game is suffering from broken mouse input. The game feels so choppy and stuttery even when I can push 300fps with a 240hz OLED. I have never played a game that feels so terrible to pan around with the mouse. The funny thing is if you look around with a controller you will see how buttery smooth the game is with 200+ FPS. The second you look around with a mouse it goes back to janky, juttery, floaty slop.  My frametime graph is perfect using mouse or controller and I have tried every tweak and possible setting you can think of. Some people say that this is a common issue with frostbite engine.
