My aim is consistently NOT what i see!?

PC platform

Whether standing, crouched, or prone--but in all cases when I am stationary--what I see is NOT what is happening.

Playing any mode.

Crouched (example) stationary and shooting enemy at extremely close range. 

My reticle says center mass.

Every person spectating is in agreement that I am 1 to 3 body widths to the side.

Normally I would say it's packets and lag causing the differentiation, but I lose 95% of every engagement as the enemy stands there, un-phased, and simply returns fire--winning the engagement. 

This is every mode.  Every map.

I'm running fiber, 64gb, on a 3070Ti.

Is this an aim input curve?  I've got infantry aim sensitivity to 40.
