No one has CPU latency issues?

Hello,

My FPS are stable, but my CPU (Ryzen 5 3600) has high latency, around 15 ms, sometimes going up to 20 ms. It feels like the game is running in slow motion. 

Is my CPU the problem? Should I upgrade, or am I not the only one having this issue?
