packetloss, lag, being routed trough chille...?

ive seen this issue comming by multiple times and have yet to see a fix for it, even searching for it it states it needs to be reported to ea, i cant really find where and hwo i can make/send a ticket to get this resolved, it has to do with being routed trough santiago chille.

im from the netherlands and keep having the same issue, packet loss and lagging which results in bullets phasing trough enemies, even emtying a mag on a stationary person and only getting a few hitmarks they turning around and flatout killing me.. very frustrating specially when it keeps happening. teammates basically blinking from one end to the other, when checking my ping im around 20 so my connection shouldnt be bad at all yet i keep habing that icon on my screen...

is there a fix for this or a link so i can submit a ticket in order to have my connection not be routed trough chille? 

these issues are here from basically the start, in the beta i had some issues like this but only on the big lobbies, now im even experiencing these issues on a small scale and makes the game unplayable, id like to play with my friends not be stuck in bot lobbies because thats the only place when i can somewhat play the game propperly... id hate to have wasted 100 bucks to not be able to play
