Phantom Edition - No Option to Skip Tiers

I activated the BF Token and it shows active.  I changed paths to Soldier of Fortune and would like to apply my tier skips. I never applied them on the default path. There is no option to apply the skips for free. It wants to charge me Battle Coins.  I used AI to troubleshoot and cleared the cache in the EA App. AI states that I should see Premium Track listed at the top of the Battle Pass, however it's not showing.

I purchased the game through Steam.  AI said to try reactivating the product, however my Steam transaction/receipt number doesn't work at the product activation key. 

Anyone have any tips I can try?
