Poor CPU performce (Asus G16 RTX 4080 Intel 185h ultra 32GB)

Hello! I am getting horrible performance on my laptop that is pretty powerful by most standards. I don't have these issues in other games. CPU + SIM FPS is dramatically lower than the GPU FPS. I will be getting 120+ FPS rendered from GPU while CPU will go from 45-70fps and SIM hovers at 60ish FPS give or take. 

I am playing on EA Play version if that helps. I've tried a few fixes ive round, such as enabling overlay. Different combinations of P+E cores enabled, everything from 0 x E cores to half, no difference vs all enabled. I tried the "user.cfg" file fix in the main directory, as well as trying to make a Glacier Events folder for it. I tried different data in the user.cfg to see if it would work, not sure if I did that right according to my CPU specs but I did 12 core 18 thread to start since only the P cores have hyper threading. Then I tried reducing the cores + threads, that did nothing.

I have tried every graphics level from medium up to ultra, and under high it actually performs worse. This is the same situation with DLSS, performance mode is worse than balanced. I-ve tried future rendering, FG obviouslt just makes it feel worse and lagging and doesn't even really fix the CPU usage.

Are there any suggestions here? This is a 3000 dollar laptop, it should be able to run this fine as more demanding games perform better. I don't have this issue on my desktop w/ 5080, 14900k, 64gb ram and it runs 120-140fps on ultra/overkill mix at 4k dlss quality.
