PSA: Mouse Input is broken in this game (looks similar to bad frame timing)

Mouse input is broken, which ruins an otherwise well optimised game. This looks to be getting confused with poor frame timing in a lot of threads, but controller input is unaffected. For reference...

I'm playing the game at 150-200 FPS. I tried playing it, but my eyes are literally bleeding. There's tearing, there's stuttering. My 1% FPS values are almost the same as my FPS values. There's not even the slightest drop. It's as if I don't have a G-Sync-enabled monitor. It's as if I'm playing at 60 FPS. Even lower.
