Redsec Phantom Program Locked/Bugged ?

Soo me and my friends are working to get that phantom saboteur skin.... and we finally did won with the shard and only one friend got the skin and wasn't the one who held/get the shard either.... all of us has the challenges red and locked that we need to do the previous one or something... the friend who also got the skin still has everything else red too but somehow he did get the skin and most of other rewards.... he didnt done the open 30 chests either and we all were alive when we won...

Really a bummer when we really free our time and day to play for it and locked in just get bamboozeled like this
